Chief Executive Officer
Luis R. Allende-Ruiz, CEO, joined Encompass Health Rehabilitation Hospital of Miami team at the end of July 2018, and is excited to be a part of the mission and vision that Encompass Health exemplifies. Luis holds a bachelor’s degree in science with a major in biology obtained from the University of Puerto Rico. In addition, he holds two master’s degrees: a master’s in business administration with a major in human resources and another master’s in health services administration. With over 20 years of healthcare experience, Luis’ roles have varied from human resources analyst to a human resources manager and director, including time as a human resources corporate director for a large healthcare system. Luis also served as CEO of three major hospitals in Puerto Rico.
Luis was born and raised in Luquillo, a small town located on the east coast of Puerto Rico. Luis is part of a very large family, many of which are healthcare professionals starting with his mother and father, both general physicians. Luis’ four siblings are also physicians. He has been married for 23 years and has two children; a 20 year old son and a 17 year old daughter.
Before becoming a Hospital CEO, Luis was a professional basketball player for 20 years and was part of the Puerto Rico National Basketball Team for 10 years. While representing his country Puerto Rico, he participated in multiple goodwill games, multiple world championships and many other FIBA Tournaments.
Luis is looking forward to leading the Encompass Health Rehabilitation Hospital of Miami Team for many years to come.
Lourdes Nunez, M.D. is a family practitioner and the medical director at Encompass Health Rehabilitation Hospital of Miami, formerly HealthSouth Rehabilitation Hospital of Miami. She also maintains a family medicine practice for outpatients at her Kendall office on 120th Street. Dr. Nunez has been on staff at Encompass Health since 2000. Her presence in the facility has brought a competent and calming component to her patients, family members and staff.
Dr. Nunez received her medical degree at Baylor College of Medicine in Houston, Texas. She completed her internship and residency in family practice at the Good Samaritan Regional Medical in Phoenix, Arizona.
Dr. Nunez’s approach is gentle, but thorough. She is a proponent of preventative measures for optimum health and open-minded to alternative healthcare practices.

Business Development Director
Luis is the director of business development at Encompass Health Miami, formerly HealthSouth Miami. Luis has more than 25 years of progressive healthcare experience working in an array of positions, including: medical doctor, director of case management, clinical marketing liaison, admissions liaison and director of business development and marketing operations. His skills and expertise include the areas of clinical protocols, regulatory requirements, hospital operations, marketing and communication, admissions processes including census pull through and technology management. Luis is accustomed to collaborating with various departments to obtain desired goals and maintain efficient and effective processes.
Luis has received multiple recognition awards for Encompass Health Corporation in his role as business development director. During his tenure at Encompass Health, he worked alongside the hospital’s CEO and corporate senior management team on capital budgets and helped lead the hospital’s pre-admission department to exceed the annual budget.
He holds a medical doctorate specializing in internal medicine and neurosurgery, and a master’s in social communication. Luis is also a registered nurse, certified rehabilitation registered nurse, licensed healthcare risk manager and holds a master’s in health care services administration.
Director of Human Resources
Carrie Espinel holds a master’s in human resources and is certified as a Senior Professional in Human Resources (SPHR, SHRM-SCM). Carrie is an active member of many prominent HR organizations including the Society for Human Resource Management (SHRM) both on the national and local level, The National Association of Hispanic Woman in Human Resources (NAHWHR) and HR Alliance where she also served as a board member for 5 years.
Carrie previously served as the director of human resources for a large nonprofit organization in Miami Dade and Broward County from 2011 to 2018. With over two decades of experience with many aspects of the human resource field, ranging from human capital management where she began her career as an HR consultant, to strategic thinking and planning and change management, which comprise the balance of her work today.
During her career Carrie has worked with HCA hospitals and the Department of Juvenile Justice. Her areas of expertise include recruitment, recruitment marketing, employee recognition, staffing, operations, employee recognition, compensation and performance management.
Director of Therapy Operations
Maite joined the Encompass Health Rehabilitation Hospital of Miami, formerly HealthSouth Rehabilitation Hospital of Miami as speech therapy team leader in September 2014. Maite has a bachelor’s degree in exceptional student education from Florida International University and a master’s degree in speech-language pathology from Nova Southeastern University. She began her career as a speech-language pathologist in an inpatient rehabilitation hospital and skilled nursing facility with a specific interest in swallowing disorders. She is now certified and highly skilled in VitalStim therapy and has completed numerous continuation education courses in dysphagia management.
Chief Nursing Officer
Rafael Alvarez Luis is the chief nursing officer at Encompass Health Rehabilitation Hospital of Miami, formerly HealthSouth Miami Rehabilitation Hospital. He has more than 10 years of acute care nursing experience and has worked in several nursing positions during his career at Encompass Health Miami. Rafael received his MSN and ARNP from the Universidad de Turabo in Puerto Rico and is a member of the National ARNP Association Board. He was appointed as the CNO of HealthSouth Miami in 2018 and has been optimal in assisting with organizational change, performance measurement, quality and process improvement, patient safety and group facilitation.
Jose is a certified public accountant with more than 18 years of progressive financial and accounting experience. He is also an attorney admitted to practice law in Puerto Rico’s state and federal courts. Prior to joining Encompass Health, formerly HealthSouth, Jose was international controller for a Miami-based insurance company. From 2012 to 2014, Jose held his own law and accounting practice, where he represented clients in torts, labor law matters, contracts, collections and social security disability cases. He also provided accounting services such as audit, tax advisory and other attestation and consulting services for his clients. Jose is a former vice-president and controller for MAPFRE Life Insurance Company, where he was in charge of supervising all the finance and accounting activities for more than 13 insurance products. Prior to joining MAPFRE, Jose was the director of fiscal affairs for the Puerto Rico Health Insurance Administration, where he was in charge of managing the accounting department as well as the $1.4 billion budget of the state health insurance plan, which was sponsored by the government.
