State legislators visit The Quad Cities Rehabilitation Institute

July 31, 2025 – Illinois State Representative Greg Johnson and Senator Michael Halpin stopped at The Quad Cities Rehabilitation Institute (QCRI) Wednesday to tour the hospital and meet with hospital leaders. Along the way, the legislators visited with patients and staff. Hospital leaders appreciated the opportunity to share the important role acute rehabilitation plays in meeting the needs of Quad Cities residents after they discharge from the hospital.

“The Quad Cities Rehabilitation Institute plays a distinct role in the continuum of care,” said Shannon Stubbs, chief executive officer for QCRI. “Being able to show the value of intensive rehabilitation in helping patients maximize their functional gains after a life altering event is very important.”

In the one-hour visit, Representative Johnson and Senator Halpin had specific questions regarding the barriers for patients to receive care. Stubbs discussed the lengthy approval process with Medicare Advantage plans and the nationwide challenges with health care staffing.

“At our hospital, patients receive multidisciplinary care, medical management and intensive therapy,” said Stubbs. “The standard course for therapy is three hours a day, five days a week with an average length of stay of 10-14 days. It is important they understand the value of acute rehabilitation and the impact this level of care has on patients within our community. It was a great opportunity to discuss some of the barriers we face but also to highlight the exceptional outcomes our patients have with decreased hospital readmission rates and greater levels of functional gains.”

Stubbs said that more than 85% of QCRI patients return to the community.

“Our goal is to get our patients home while maximizing their highest level of independence,” said Stubbs. “I’m glad we were able to show Representative Johnson and Senator Halpin the important work we do every day.”

QCRI opened to patients in 2022. The hospital is a joint venture between UnityPoint Health-Trinity and Encompass Health.
